Your learner's permit will allow you to gain experience behind the wheel, as long as you:

  • Are accompanied by a licensed driver who is at least 21 years old.
  • Drive between 5 a.m. and 10 p.m.
  • Do not use your cell phone.
  • No cellphone use, including texting.
  • You must follow a zero tolerance alcohol policy

 

How to Get a West Virginia Learner's Permit

 

If you are at least 15 years old, you can visit your local West Virginia DMV to apply for your learner's permit. You'll need to:

  • Have your parent/legal guardian sign your Application for a Driver's License or Photo ID Card (Form DMV-DS-23P).
  • A Driver's Eligibility certificate issued by your county school board: This form certifies that you are attending school and making forward academic progress.
  • Provide proof of your identity, Social Security number, and legal residence. Please refer to the WV DMV website for a complete list of acceptable documents.
  • Pass the DMV written test (test can be completed online before going to the DMV to apply for your permit).
